Hi,

I served on the Affcom from around March 2021 to April 2024, and had access to a lot of information. I strived to do the best job possible in each investigation, often bringing results to Affcom beyond expectations. I was the first to actually bring results, something that Affcom had never achieved other than worsening situations.

I also started a personal investigation into the ethics and integrity of the Foundation in March 2021. Of course, out of loyalty, I informed Nataliia of every significant advancement. The first confidential message to Nataliia was sent in November 2021, which led to a very quick resolution of the unfair and shocking existence of Armenian case, steered by a Anonymous Great Donator (while my sincere actions on the case itself were making little progress).

In October 2023, amidst a relatively interpersonal conflict, Beninese case (though Affcom is not supposed to handle such matters), I discovered a number of significant financial issues. I provided feedback with recommendations, including on financial aspects, and then chose to keep the most serious issues to myself (I did not send a confidential email this time; she was cc'd on the Affcom email).

Armenian case: the complaint originated 3 days after the 2020 war, from an Azerbaijani government employee. The case was handled at Affcom by an Azerbaijani government employee.

It's more than likely that Nataliia never shared any confidential emails with her board. I point out that this is easily verifiable. If a board member who has questions wants to contact me, I'll send them some of the confidential messages to Nataliia, and they'll quickly see if they've ever heard about them.

I then suffered severe mobbing and bullying IRL, on fr.wikipedia, fr.wiktionary from Wikimédia France and 20-30 French citizens, with the last aggressor being particularly harsh, an employee of the Foundation (part of the Wikimania 2026 deal).

I'm not naive, but the violence in France towards me has cost me time and energy. As a precaution, I hired a lawyer in the US (where I often am), asking him to start working specifically on suing the Foundation in the US (I didn't know if I would need it one day, but I thought it was a wise precaution).

In December 2023, I wrote to: the Foundation's legal service, the Foundation's board, Affcom, T&S, about the most serious case of harassment organized by Wikimédia France since 2017 (I was already being harassed, and legally harassed in reality, by the previous team before Capucine, there is a continuity from my point of view), namely, the deceitful obtaining of a global block of a contributor, with the objective complicity of the Foundation (Nataliia).

I am still waiting for even an acknowledgement of receipt from any of the four Foundation entities.

I continue my investigation at the Foundation nonetheless. I discovered the annual and hidden financing from Azerbaijan. I managed to confirm this with individuals (reluctant to speak, and particularly frightened). I resigned from my position as Advisor at Affcom a few days ago. I draw attention to the fact that of course Nataliia knows about the Azerbaijani funding, as do employees and volunteers at Affcom, for example. Nataliia actively attempts to protect this secret, especially from someone who was uncovering it and was making rapid progress (she knew this from my very loyal confidential messages), which in law is called active corruption. What motivates her? Just keeping the secret, or something else?

I am legally pursuing Wikimédia France and the 25-30 French citizens with justice in my country, especially as here it will also concern state security (France and Azerbaijan are not particularly friendly countries at the moment).

For the Foundation: these informations are currently here on one of the Foundation's wikis, we are still among ourselves. My opinion is that something should be done with it, before it gets out where I no longer have any control over what might happen.

My tumultuous life sometimes leads me to analyze and sociologize organizations. Never have I encountered such a level of corruption, lack of ethics, lack of courage, and deceit as at the Wikimedia Foundation, and this concerns both volunteer management and employees. It was a shock, I was expecting the opposite (this is Wikimedia, after all).

Could you explain what is your exact relationship with Asaf? With all-coverage please, since when? [not the 2 years and half "1st-level-secret-version", please] [Asaf is key in the organization for years, it's minimum-transparency community deserves. What is his exact role in your election to the board in 2017? During your vice-presidence, since you are presidency? Asaf is 0% involved in your leadership at the Foundation? 1% would be already a huge problem of transparency. And you and me know it is not 1% at all.
